Sistema de Abastecimiento y su incidencia en la Gestión Presupuestal de la Municipalidad Provincial del Huallaga, 2021

Abstract

El proyecto de investigación "Sistema de Abastecimiento y su incidencia en la Gestión Presupuestal de la Municipalidad Provincial del Huallaga, 2021" utilizó un diseño transversal de tipo aplicado, descriptivo correlacional, no experimental, con 58 trabajadores en la población y 32 trabajadores en la muestra. Empleó técnicas de encuesta y análisis documental, así como instrumentos como un cuestionario y un formulario de análisis documental. Los resultados muestran que, si bien la gestión de las adquisiciones es regular, la administración de bienes muebles e inmuebles es inadecuada, y la planificación y programación plurianual de obras, bienes y servicios de la gestión de suministros se sigue regularmente. Con un 76,6% para todas las áreas generales de gasto, un 73,7% para bienes y servicios y un 80,0% para la adquisición de activos no financieros, el nivel de ejecución de la gestión presupuestaria es regular. Se concluye que, la incidencia del Sistema de Abastecimiento en la Gestión Presupuestal de la Municipalidad Provincia de Huallaga, 2021, es significativa positiva moderada alta, donde el R de Pearson logra un valor de 0.712, implicando que a mejor nivel de desempeño del sistema de abastecimiento mejor será la gestión presupuestal.

The research entitled "Supply System and its impact on the Budget Management of the Provincial Municipality of Huallaga, 2021", is an applied research, with a descriptive correlational level, non-experimental cross-sectional design, with a population of 58 workers, and a sample of 32 workers. The survey and document analysis techniques were applied, and the instruments used were the questionnaire and the document analysis form. The results indicate that the level of compliance with the Planning and Multiannual Programming of Works, Goods and Services as a component of Supply management is regular, Procurement management is regular and the administration of real and personal property is deficient. The level of execution of Budget Management is regular, being 76.6% for all the generic expenditure items, 73.7% for Goods and Services and 80.0% for Acquisition of non-financial assets. It is concluded that the impact of the Supply System on the Budget Management of the Municipality of the Province of Huallaga, 2021, is significant positive moderate high, where Pearson's R achieves a value of 0.712, implying that the better the performance level of the supply system, the better the budget management will be.
