Participación ciudadana y su influencia en el presupuesto participativo de la Municipalidad Distrital de Elías Soplín Vargas, periodo 2019

Abstract

La investigación titulada “Participación ciudadana y su influencia en el presupuesto participativo de la Municipalidad Distrital de Elías Soplín Vargas, periodo 2019”. Tuvo como objetivo determinar la influencia de la participación ciudadana en el presupuesto participativo de la Municipalidad Distrital de Elías Soplín Vargas, período 2019. La investigación fue del tipo aplicada, de nivel explicativo y diseño no experimental, la muestra estuvo conformada por 22 agentes participantes; como técnica se utilizó la encuesta, y en cuanto al instrumento empleado fue el cuestionario. En los resultados se evidenció que la variable participación ciudadana, tiene una valoración de 53.54% (sumatoria de siempre y casi siempre), el nivel obtenido fue regular; la variable de presupuesto participativo, tiene un nivel de valoración de 54.45%, nivel considerado como regular; en la dimensión fase de preparación obtiene una valoración de 52.3%, nivel considerado como regular; en la fase de concertación tiene un nivel de valoración de 50.0%, nivel que se considera como regular; la fase de coordinación la valoración fue de 58.0%, nivel que se considera como regular; y la fase de formalización tuvo un nivel promedio de 57.6%, valor considerado como regular. Finalmente concluye que: La participación ciudadana influye significativamente con un 37.09% en el presupuesto participativo de la Municipalidad Distrital de Elías Soplín Vargas, periodo 2019; la significancia alcanzó un p-valor de 0.003, siendo este menor al 0.05, asimismo la correlación de Pearson fue positiva media con un valor de 0.609, y con un coeficiente de R2 (0.379); existe una influencia y dependencia entre ambas variables.

The results showed that the citizen participation variable has a valuation of 53.54% (sum of always and almost always), the level obtained was regular; the participatory budget variable has a valuation of 54.45%, a level considered regular; in the preparation phase dimension, the valuation was 52. 3%, a level considered as regular; in the concertation phase, the evaluation level was 50.0%, which is considered to be medium; in the coordination phase, the evaluation level was 58.0%, which is considered to be medium; and in the formalization phase, the average level was 57.6%, which is considered to be medium. The conclusion of the study is that: Citizen participation significantly influences with 37.09% in the participatory budget of the District Municipality of Elías Soplín Vargas, period 2019; the significance reached a p-value of 0.003, being this less than 0.05, likewise the Pearson correlation was positive average with a value of 0.609, and with a coefficient of R2 (0.379); there is an influence and dependence between both variables.
